About the Authors
Dr. Alberto Ayala is a mechanical engineer and clean-air policy leader with over 30 years of experience shaping some of California’s most influential vehicle and air-quality regulations. As Executive Director of the Sacramento Metropolitan Air Quality Management District and former Deputy Executive Officer at the California Air Resources Board (CARB), he helped guide the state’s transition toward cleaner, zero-emission technologies.
Dr. Ayala played a pivotal role in exposing Volkswagen’s “Dieselgate” emissions scandal, uncovering the critical evidence that revealed the automaker’s deception. His unique perspective—as engineer, regulator, and investigator—informs his forthcoming book, Smoke Screen: The Dieselgate Scandal, which unpacks how the scheme was engineered, discovered, and why its lessons still matter today.
An adjunct faculty member at West Virginia University, Dr. Ayala writes with both technical authority and moral urgency, championing transparency, accountability, and clean mobility for the road ahead.
David Miller is a pioneer in real-world vehicle emissions measurement and an early developer of Portable Emissions Measurement Systems (PEMS). He found Clean Air Technologies International (CATI), where he helped develop one of the first field-capable portable emissions systems at a time when laboratory testing dominated emissions compliance.
In the early 2000s, Miller led large-scale on-road testing programs, including heavy-duty diesel truck studies in California and emissions verification work during the World Trade Center reconstruction in Lower Manhattan.
He later founded 3DATX Corporation where he continues developing next-generation PEMS and carbon-data analytics platforms serving government, research, and industry partners globally. In Smoke Screen, Miller brings the perspective of a technologist whose early work helped to make real-world emissions accountability possible.
